On May 20th, National Healthcare Security Administration's official WeChat released "on strengthening Regional Cooperation and doing a good job in improving the quality and expanding area of centralized Pharmaceutical Purchasing in 2024"5inchreeltoreeltapeIt's a notice.

The Circular proposes to continue to vigorously promote pharmaceutical centralized volume procurement, strengthen regional coordination, enhance the scale and standardization of alliance procurement, clarify industry expectations, and continue to consolidate the achievements of the reform. The notice mainly consists of four parts.

The first is to expand the scope of the alliance and form a national alliance for centralized procurement. On the basis of the centralized volume procurement of drugs and high-value medical consumables organized by the state (referred to as "national organization collection"), regional coordination should be strengthened, and the provincial alliance procurement with conditions should be upgraded to national alliance procurement (referred to as "national joint procurement"). National joint mining should be carried out in a standardized and efficient manner, do a good job in implementation monitoring, and enhance the effect.5inchreeltoreeltapeTreat all kinds of business entities fairly and strictly guard against "local protection". This is conducive to the realization of one-place collection and national follow-up, help to unify the national market, reduce the cost of repeated bidding for enterprises, and create a good business environment.

The second is to strengthen overall planning and coordination and reasonably determine the varieties of procurement. Strengthen the overall planning and coordination in the selection of collection varieties, so that the state and local governments complement each other. The national organization focuses on drugs that have passed consistent evaluation, as well as high-value medical consumables that focus on falsely high prices and strong public reaction. The national joint mining focuses on varieties other than those collected by the state organizations, as well as "large varieties" with a large purchase amount and a wide range of people, and continues to expand the coverage of collection and mining.

Third, focus on key areas and actively promote collection and mining expansion in 2024. In terms of pharmaceuticals, we should carry out new batches of national organization collection and procurement of insulin and previous batches of collection drugs at the expiration of the agreement; focus on guiding Hubei to continue to lead the collection of proprietary Chinese medicine, Shandong to lead the collection of traditional Chinese medicine, Henan to lead the national organization of alternative drug collection, and Sanming Alliance to carry out the national joint collection of drugs for oncology and respiratory diseases.

The circular requires that by the end of 2024, all provinces will complete at least one batch of drug collection, achieve a cumulative total of more than 500 drugs at the national and provincial levels (including participating in alliance procurement), and realize the 14th five-year Plan ahead of schedule. Provinces where conditions permit encourage greater efforts.

In terms of consumables, the state organizes the collection of new batches of high-value medical consumables and the continuous procurement of artificial joints; focus on guiding seven provinces, including Jiangxi, Anhui, Guangdong, Zhejiang, Fujian, Henan and Hebei, to lead the national joint collection of medical consumables, such as in vitro diagnostic reagents, ultrasonic scalpel, ligation clip, coronary cutting balloon, vascular intervention, etc.

The "circular" requires that all provinces should pay close attention to "filling the gap," and bring hemostatic materials, patches, in vitro diagnostic reagents, and other varieties that have been carried out in many provinces into the scope of collection by means of linkage of quantity and price. By the end of 2024, at least one batch of medical consumables will be collected in each province.

The fourth is to improve the implementation mechanism and enhance the effect of the collection system. Strengthen the functions of the leading provinces and strengthen procurement implementation; encourage and guide village clinics, private medical institutions and retail pharmacies to participate in collection; smooth the feedback channels of medical institutions and selected enterprises to ensure the quality, supply, priority use and timely recovery of selected products; focus on collection to improve the network collection rate of medical consumables; and bring the implementation results of collection and selection into the scope of flight inspection of the medical insurance fund.
